Ensure the ntp package is not installed

Description

The legacy ntp daemon must not be installed on Ubuntu; chrony is the supported time synchronization service.

Rationale

Running multiple time synchronization daemons, or the unmaintained ntp daemon, risks inconsistent time and a larger attack surface. Removing ntp leaves chrony as the single supported time source.
